General Services Administration (GSA) Human Capital and Training Solutions (HCaTS)
The General Services Administration (GSA), in partnership with the Office of Personnel Management (OPM), created the Human Capital and Training Solutions (HCaTS) contract vehicle to better address and respond to the Federal Government’s human capital and training challenges. HCaTS allows federal agencies to procure customized human capital, training and organizational performance improvement solutions from a list of pre-qualified vendors.
To further drive cost competitiveness, there are no pre-established labor rates for competitive task orders, and rates are established for each task order. Labor rates will be established for all competitive task orders and will be based on the task requirements, market conditions, and skills required for individuals necessary to complete the requested work.
The scope of HCaTS consists of three key service areas (KSAs): Customized Training and Development Services, 2) Customized Human Capital Strategy Services, and 3) Customized Organizational Performance Improvement. Through the development and deployment of customized solutions as defined by the KSAs, HCaTS will assist federal agencies in accomplishing the following six objectives:
- Improving the management of human capital in accordance with the HCAAF and OPM governing doctrines and accomplishing their assigned critical missions, and
- Increasing the effectiveness and efficiency of critical business processes, and
- Providing optimal professional development opportunities to the federal workforce, and
- Undertaking effective change management initiatives, and
- Developing effective metrics to assess progress in carrying out human capital strategies, and
- Maximizing the return on investment in training and development, human capital, and organizational performance improvements.
The three KSAs will enable HCaTS to provide federal agencies with a full range of customized solutions for training and development, human capital strategy, and organizational performance improvement requirements across the federal government.
